Your key words here are " populated areas ". Plenty of area in the US/ world is not densely populated and starlink is really the only option for reasonably priced high speed internet. People in those areas are not "cheapskate part-time users" and that is the starlink base. The RVers and second home owners are a small part of the customer base. But ultimately this new policy gives starlink a small income stream from those who suspended their service when they didn't need it.

While I think Musk is a giant pos human being, starlink is really the only option for our baja house and our RV if we want to stay connected. And I'd ditch it in a New York minute if there was a viable option.
