with the right connections you can get beach concessions (below the 2 meter line) from the government
Alfonsina told me once how her husband managed to do that
so yes, some of the Alfonsina family land is government leased

Come to think of it, part of the Aquamarina RV park in La Paz was built on concession land. As I recall, it became problematic due to that fact;
might have had something to do with putting permanent structures there.
Personally, I'd be uneasy buying a house build on concession land.

It all depends on the Ejido (leased land)
I had Ejido leased land for 11 years with no problem.
A great landlord.
1 hectarea.
