Well the owner of the lot has passed away. Now we need help on getting it transferred to another name. I'm sure its going to be a mess.

You probably need to deal with a notario, if they need to involve an attorney, they will know, but the best way to get property issues handled is with a notario. The very best notario in the area is Guillermo Santillan who is on the campaign trail so I would suggest getting ahold of Julieta Medina who works with him at: Cell 044-615-104-266
We assume that an attorney would handle those issues in the states, but here a Notario is much higher on the feeding chain.

I called Julieta 3 times and 3 emails and got just a nice "I'll get back to you" but never a response.

Guillermo is on the campaign trail for disputado but you can call the office and his staff is totally capable of getting things going. Julieta is very popular because she is bilingual but again if you can not get her, they can get an interpreter if necessary. This is a fully staffed office with at least 4 or 5 people who work there full time. But Guillermo is hardly there at all now since he is campaigning for Disputado.
