We have been buying fishing permits for ten years and the procedure seems to change every year. After progressing from a three stop process to a one stop does it all, it is now a two stop system. The good news is you don't have to buy 'SAT 5' forms. Just go to one of the automatic payment machines in the city, select "permiso para pescar" and follow the instructions. You can even select English instructions. [I know of two machines, one on Cinco de Mayo near Madero, and one in the Secretary of Finance Office in the Palicio at Catolica and Bravo.] The machine spits out a receipt that you then take to SAGARPA which is located on Durango, just east of Colosio.
The pesca office is in Modulo D.

Good Fishing!
