I didn't catch the full meaning of the article on first pass and will go back to try and grasp the translation later. But it mentions one of our favorite overnight spots- La Perla...

Thanx for the link. Looks and sounds scary. That's one of my favorite areas. I didn't see Requeson mentioned , but I don't know if I'd want to sandwich myself between his new holdings.

Google Translation:

'The Black Hand' short access to beaches

Rafael Muñoz, alias' The Black Hand ', returned to the area of land to invade Mulegé argues with apocryphal titles, belong to him. Photo: Maria Olivia HigueraEl Sudcaliforniano
4 February 2009

Gustavo Alonso Alvarez

Mulegé, Baja California Sur .- Rafael Munoz of Tijuana businessman accused of plundering beaches Mulegé, returned after several years of absence in the public arena, in the region known as the "black hand", this character was accused of taking apocryphal documents Buenaventura hotel vacation and took the bridge to block access to the beaches and businesses in Buenaventura, La Perla and La Armenta, installing perimeter fences, in addition to its own voice, he ran a small local entrepreneurs.

Olivia Aguilar Higuera was the first affected by this man in August 2002 when he used to remove a title the Bonaventure Hotel to Mrs. Higuera, later the National Agrarian Registry certify that the title was apocryphal, but no authority was able to draw This character of the place, in an inexplicable fact that even attracted the attention of visitors to the National Human Rights Commission, found that in 2007 there was still no justice, it is now 2009 and things have worsened.

Yesterday morning, these people are gripped by the power of the store at the edge of road is Olivia Higuera, and remained closed for the time being, until he could renew their inventories, then we reproduce a letter delivered yesterday to Mrs. Higuera David Hugo Fernandez, secretary of the municipal president of Mulegé Jose Manuel Murillo Peralta:

"By telephone conversation on Tuesday, February 3 of this, I explained the problem that was presented at Buenaventura Beach, La Perla and Playa Armenta for more than about 5 days where a person named Rafael Muñoz Martínez (The Black Hand ), accompanied by several people armed with machetes, bars and Marras, blocked access to the beaches and La Perla Armenta, palapas and destroyed buildings and equipment and cement and Buenaventura beach, surrounded by barbed wire and the entrance to the store I own the other side of the road, claiming to be the owner, apparently using false deeds numbers 51,829 and 432,945, because these are ejido land and belong to the ejido La Purisima, of which I am ejidatario and a contract with mentioned the ejido, and counting on the Granting of ZFMT-804/93, the previous administration by Professor Pedro Osuna Lopez took in the matter by sending elements of Public Security and a crane, because I lived a similar situation, Buenaventura beach in the past when this same person named Rafael Muñoz Martinez prevented the move to my home address blocking access for more than 60 days, seeing the need for knowledge of the facts to the National Commission on Human Rights Mexico City, as local authorities such as the PGR, the Public Ministry of the ordinary, the delegation of Mulegé, Police Command, SEMARNAT, PROFEPA and others were declared incompetent, being the municipal presidency the only ones who are protected and support. I hope that justice is done because it is how we hit that person in that way.

We also know that since I went to the newspaper El Sudcaliforniano in La Paz and Santa Rosalia sending these pictures and this story. I go to the presidency shortly with further details of this case.

I dismissed you, remaining vigilant and secure their servant Maria Olivia Aguilar Higuera.

If this letter is ignored, may be start of a social problem and violence in actions that are clearly unpunished.

Rafael Muñoz, from Tijuana, is a partner in its "business" of real estate people that Baja California has been linked to organized crime, and how this will operate in complete impunity and the use of force with an outline of armed escorts, maintains in uncertainty to small entrepreneurs in the tourism sector, who has even threatened with imprisonment if they do not withdraw from the region.

Thanks for the translation...such as it is....kinda hard to understand but I got the jist of it. This seems to be a rehash of a continuing legal issue between Olivia and Sr. Munoz...it has been going on for years. I don't know if this ends it or escalates it.....hmmmmmmmmmm

When someone gets tired of being hurt by this person, they will make him worm food. That’s the usual way in Mexico. No one is immune from that result. If he is legitimately entitled then he should go through the courts and not approach it with armed thugs. Those who live by the sword die by the sword [Eventually]…

Okay...I talked with my neighbor at Buenaventura and this is what was said. Sr. Munoz has legal title, affirmed through the courts, this has been ongoing for many years as it wound it's way through the court system. All the action seems to be at Requeson where he simply removed old palapas that were not in the federal zone. He is charging for camping there and the road is open. The police have been out there twice and affirmed his legal right to be there. The article in the paper was with information furnished by Olivia at the Restaurant who was suing him over land titles and appears to have lost. The Ejido is not challenging the claim.
Who really knows who owns what but the courts have rulled in favcor of SR. Munoz who is a lawyer from Tijuana and pretty well known. Hope this clears some of the rumours. I am not picking sides but this info. is pretty accurate and very recent. We had heard over six years ago that Sr. Munoz was claiming ownership of these properties and was waiting court action before actually trying to take possession, seems the legal battle is over (?) at least for now. Any questons please feel free to u2u me.

I'm wondering how Fransisco at El Requeson and other similar beach caretakers are fending.
I am afraid that the "palapas" that were torn down may have been his.
Anyone been out that way recently ?

Update.....I receive email today from my neighbor at Buenaventura who stated the Sr. Munoz has taken "possession" of Requeson, La Perla and Armenta, I was told he closed access to all but Requeson....Maybe someone in place will check those beaches out and report...
