Colonia Del Rio, parte Alto???

HI Everyone... Thinking about coming back to TJ in the near future, and looking into several diffrent places... I found what looks to be a NICE apartment in Colonia Del Rio, parte Alto, BUT I have no idea where it is, if its part of Zona Rio (I dont think so), and what I do find online about it is crime report after crime report... Can anyone tell me about this area please so I know whether or not to pursue this place.. ITS a VERY nice place, but lord knows what the area is like.. THANKS, and Glad to be back!!
