Rosarito Beach woes worsen as abduction, killing occur before big weekend

UPDATED AT 8 p.m.: With new information from the mayor's spokesman.
An abduction of a Mexican boy and killing of a security guard who apparently was trying to intervene occurred Wednesday night in Rosarito Beach, and
the timing could not have been worse as the Baja California tourist town prepares to greet more than 3,000 visitors who will participate in Saturday's
Rosarito to Ensenada Fun Bike Race.
As noted Thursday afternoon by "Tio Honcho," a regular Outposts reader, "A 16-year old boy who was practicing for the bike ride in his neighborhood in
Rosarito was kidnapped by a squad of heavily-armed commandos. A police officer in a guard shack who tried to intervene was also kidnapped and his
decapitated body was found this morning in the back of a car at K30 on the Scenic Road. The boy is the son of a prominent Rosarito restaurant owner.
There is no known drug connections. This was a kidnapping-extortion."
Ron Raposa, speaking on behalf of Mayor Hugo Torres, confirmed the incident. He said the boy, the son of a local business owner, was abducted across
the street from his home at 9:45 p.m. "by at least three hooded men armed with automatic weapons." A private security guard also was abducted. His
headless body was found today in the same vehicle used during the kidnapping.
Raposa said via email: "Mayor Torres has requested additional federal police to assist in the investigation. The kidnapping appears to be an example
of organized crime/drug cartels targeting Mexican businessmen and family members for ransom as an additional revenue source. Some cartel members have
turned to this as the Mexican government's crackdown on drugs becomes more and more effective."
It has not been determined whether the abducted boy was in fact practicing for the bike ride, which has a 30-year history with no major instances of
crime, promoter Gary Foster said.

A little too close for comfort. I thought this crime wave went through here already with the narcos and drugs- now it's come to narcos and
kidnappings.
I suppose we expected them to still get their money. The big gangs are being broken down into smaller ones and drug trafficing is getting harder.
If they beheaded the security guard already- what do they want for this poor kid and from his innocent family? What of the security guards kids and
family? A totally unacceptable social environment in which to live out our retirement in Mexico.
They just enacted a leash law for all Rosarito Beaches- with no off leash areas. Another thing to keep Americans from visiting Rosartio and keep
driving south. Don't they know how many people bring their dogs to baja? And with this developing incident- who would come visit without a big dog?

in 6 days we will be bypassing rosarito (we always bypass rosarito!!!!) heading for points south to stock up and sample the local cuisine before
heading down the road with no name.....

In the early sixties I often visited Rosarito Beach, don't remember it being much more than the Rosarito Beach hotel ...
Loved to stop there for lunch while I was making collections for the radio station I managed in La Jolla ..... KFMX ....
Those days are long gone, now it is just a pile of something 
I prefer to remember it from the old days ..... will probably never go again ..... I know that will make DirtyBird happy

Many days of near empty surf at the reefs to the south and beach breaks to the north were good times,
drunken and drug induced stupors

bailing buddies out of jail
trolling for the latest female conquest
through the 70s
fortunate to be alive
stupid days, glad they and Rosarito are far in my past

It is sad that many of the things us "old timers" fell in love with Baja decades ago are gone. All the variety of great memories we have- we will
keep close to our hearts. It is such a shame, but then again- no place on earth is the sleepy, peaceful place it was decades ago.
I do take offense that the news of this event, as well as facts about last months unsolved tourist murder in TJ Playas (and the missing that meat
truck) remain elusive. It is hard to know what to do when the news doesn't come fast, complete, or even at all. That is the hardest part of living
here in tough times- we have to find out from the LA Times what is happening.

(This news release adds that another cop- the deputy Police Commander was killed April 4th. I never heard about that one. 10 Rosartio Beach/TJ
officers killed so far this year. Note: No mention of the abduction of the 16 year old boy is mentioned in this version. Many more versions to come

Rosarito police officer's beheaded body found

A Rosarito Beach police officer was found dead yesterday, a day after he was kidnapped, authorities said.
The Baja California Attorney General's Office identified the victim as Juan Eduardo Huerta Carrera, 49. His decapitated body was discovered inside a
2009 Dodge Durango with California plates found parked on the side of a highway.
Huerta had been reported kidnapped Wednesday from the entrance of an exclusive neighborhood. A police department spokesman said Huerta had been on the
force less than a year and was an auxiliary officer.
Despite a significant drop in drug-related killings this year compared with 2008 in the Tijuana region, attacks against officers of the various police
agencies have intensified in the last month.
Authorities reported the shooting death of Rosarito Beach's deputy police commander, Tomás Cárdenas, on April 4. Three days later, a group of federal
police agents survived an ambush in Tecate.
A Tijuana police officer was shot to death and another gravely wounded in an attack April 11. So far this year, 10 officers from Tijuana and Rosarito
have been killed.

Fact is that the party was scheduled by the town to celebrate - "he's finally gone" - is the name of the party. Now it is re-scheduled for 3 May. It
is a sellout. It will be bigger than the Todo Santos dog & cat concert.

Boy being held for 5 Million Pesos
There's been no official news updates, but the town is talking...
This incident occured in central Rosarito in a gated street across from the Rosarito Beach McDonalds. The street has an Oxxo on one corner and
Tacos el Zurdo on the other- with a casita guard house and traffic gate.
The Police Officer killed worked as the security guard as his second job. My neighbor works as a secuirty guard for the Surgical Center on the same
block. A 2009 Tacoma and a white Jeep Cherokee pulled up to the gate and held the security guard. He was still able to call my friend on his Nextel
for help though. My friend called the police and ran down the block towards the Oxxo to help his friend. He knew immediately what was going on and
there was nothing he could do to stop it. The boy and Policeman were already inside the vehicles.
The boy and man were taken to a safe house where the cop was tortured and killed. THe street says he was punished for trying to help the boy- instead
of passively standing by or running away. If true- he is a hero.
The men were wearing normal clothes and carried AK-47 like guns so he turned and ran the other way. They found the body of the policeman/guard in the
2009 Tacoma parked in the McDonalds parking lot. The next day he was found naked and wrapped in a blanket- his head was in a plastic bag in the back
seat.
The ranson for the boy is 5 Million pesos- which is strange. Narcos usually deal in dollars. My guess and the word on the street says its a local
drug dealing splinter cell trying to make a name for itself and get attention. With the big gangs being broken up into smaller gangs- this may be the
new normal for Rosarito Beach security.
When I get more details I will post them. I'll talk to my friend and see what other details I can fill in.

Bike race a bust
Just returned from the free road near Puerto Nuevo. At 10:30 there are normally several dozen bikes passing by every minute. I counted 16 in 5
minutes. This could be the last hurrah.

Anyone have a update on what happenned to this Kidnapped boy that the cop was beheaded over?
I also saw in the paper over the last weekend that the father of a LA Angels pitcher was kidnapped in TJ. The family negotiated his ransom and
release and won't talk about it.
