This is probably a stupid question, but is there no such thing as "recycling" in Mexico?

I think that's what the beer companys have been doing forever with their bottles.
Also, lots of activity in the aluminum can area. That's why it's almost OK to toss a beer can out of your car window. You can't litter aluminum. One bounce and it's in someones bag.
Then we have the copper wire thing. CFE is constantly having their wires stripped from the poles, especially after a badass storm topples them.

As far as an organized effort at the curbside like in the states...not yet although I'd bet some large cities on the mainland are doing it.

It would seem to me the law of diminishing returns applies here; by the time you find out where to go and what will be returned to you, you may as well leave em out for a local.

It is always good to spread good will.
