FMM & Border Zone

This may have already discussed, but... I read on another thread that FMM are now required for everyone. Does this apply within the Border Zone also?:?:

To my knowledge, the Free Zone rule remains the same. 72 hours or one week, depending on who you talk with, in the Zone without papers.

Official printed info says you need an fmm for more
than 72 hrs., regardless of Border Zone or
not, I personally have always found that term murky,
inconsistent. Mexicalli IMM Office' CLAIMS' to still
offer the free 7 day tourist permit, not
sure about that though. I'm one of those that
adhers to all the Mex Laws, regardless of
the inconvienence or the $22 for the fmm.
So if I was so. of Ensenada, San Felipe, I would get an fmm,
at least for the driver, or try for the free 7 day
if not staying longer than that
