I think it was born with a birth defect... I am fairly certain there aren't any naturally occurring single-eyed animals.
Very cool though! My first reaction was that it was a hoax!

I am no zealot in environmental issues, but this deformity is probably the result of toxic pollutants being generated by the over development of Baja
California which may be illegally emptied into the ocean.
