FM2 and FM3 processing time without a card


Would anyone know what is the Immigration policy regarding applying for an FM2 or FM3 renewal and traveling through baja without your original card? In this case cabo to tijuana. Everytime I renew my FM3 I am asked to turn in my card along with the documentation, and photos and wait a couple of weeks for processing.

Is there a problem flying without the original card or would a xerox copy do? How about driving north/south through GN with a xerox copy. They really don't make it easy.

I think turning in your old card on the day you get your new card would make sense. Or doing it every two years. But then again this is mexico.

Yes you are clear to travel throughout baja (surprisingly) the application form or a copy is your current visa and as good as a valid visa. This brings to mind a few notions, in process is as good as done in Baja, and incomplete is apparently as good as done or better in baja.
