I had the same experience as Bob, I went to Ensenada to renew my FM2 and got my pesos at the border, 11.38 as I remember. Did my thing in Ensenada and spent all my pesos. Returned through Tecate the same day, filled my tank at a pemex and paid in dollars, and got 11.5. What a deal.
