They're open and you may get one there, but they don't like to do it and will tell you it should have been done at the border.

They have had a change of administrators at the Ensenada Immigration office and the new guy seems much more pleasant than the previous administrator............however, You should get your tourist cards (FMM) immediately as you enter Baja.

They told us at the Tecate border crossing on time to get ours in Ensenada because they were closed . BIG mistake!!! We spent hours in the office in Ensenada waiting for the man to acknowledge us and then he was horrible. We just stood and waited until he finally relented and gave us our Visas. Absolutely, not worth the hassle. Get it at the border.
