Mountainous road, some potholes. If you have the appropriate vehicle, side roads are worth the effort. Lots of farm country.
About a two hour drive either way, not including stops.
IMHO...worth the drive!

Wow, it hasn't been called Hwy. 16 in like 30 years!
What I thought was odd when the feds took it over from the state is that they didn't make a new highway number for it (like is there a Mex #4?)? So,
they made it Mex. #3, which already is the Tecate-Ensenada highway!
Pavement was completed in 1978... It took 5 years to pave it from Ojos Negros (paved to from Ensenada in 1973) to Hwy. 5.
Was on last, last year... they were repaving long stretches of it.
