I know Dr. Bernardo Cervantes from Tijuana very well. He is involved with a very close friend who is starting the Shriner's Childrens Hospital in Tijuana since they are going to close down the Los Angeles facility due to costs. Dr. Cervantes is going to be one of the team members who, in addition to all the usual plastic surgery procedures, thinks it is a very rewarding surgery to do Cleft Palate.

Dr. Bernardo Cervantes Sanchez
Centro Medico Internacional
Ave. Independencia no 1511-1
Tel. 684-7250
Tijuana.

i had surgery in Tijuana in 2010. It was a very pro deal, treated better than have been in most US hospitals. the credentials of the staff incl Dr.s was top flight.
i would do any procedure in mexico once the facility checks out. my cost was 1/3 of stateside quotes. Diff - they don't have to carry mal practice insurance and there is no tort liability there.

pay your money, take your chances.
the way it should be.

Just From an Internet Search

And,

http://genesisclinic.pro/

I do not know anything about these clinics, but I can tell you that the Genesis Clinic has had a facility in Rosarito for at least the last several years.

Capt'n Mike: If you paid for cosmetic surgery you should demand your money back. Can't believe any reputable doctor would leave you looking like you do!:P
