New FM3 Laws? -- Update from GN
Last time we stopped and chatted with our immigration officer in GN, she said they did not know yet how the new laws would affect the FM3 process.
But that was quite a while ago.
We need to renew soon and wonder if anyone has seen any change in the process since the new law was passed last year?

I recently renewed my FM2....no changes that I could see. I think the prices are going up though, but that won't surprise you......I'm sure.
Do what Bob says. The only reason most of us do this anyway is just to get it over.

MAJOR NEWS FLASH
24 May 2011 President Calderón signed a new immigration law, Ley de Migración, which will, when fully implemented, make major changes in the
documentation ex-pats will need to live in México. As best I can tell at this early time, the changes will make dealings with INM much easier. At
first reading, it looks like a very good deal. It will take a while for regulations to be written, so changes may be slow coming. In the meantime,
the current INM rules will remain in effect. Read more about the law here:
29 October 2011 The latest unofficial word is that the actual implementation of the new rules will not happen until sometime in 2012.
2 January 2012 The new timetable for the change to the new rules is Spring 2012.
There is more information from Carol Schmidt's website at www.fallinginlovewithsanmiguel.com Carol(co-author of my book) has conducted an e-mail interview with the head of the INM office in San Miguel de
Allende. Read the interview here.
In May 2010, INM changed the names of FM3 and FM2 visas. FM3 is now No Inmigrante. FM2 is now Inmigrante. For convenience, I will continue to use
FM3 and FM2 in these pages, but be aware that these are no longer the official names.

it is truly amazing that the laws exist and one has no idea when they will be enacted ...
and this is true in every facet of public life - the high school is no different - meeting are made and canceled at a drop of a hat .... books are
requested with no funding available .... but the freedom is liberating as well, so there are 2 sides to the coin.

Inmigrado Procedure In San Felipe
The San Felipe Immigration Office has begun implementing the new procedures for Immigration.
We reached Inmigrado status a couple of years ago. For the first annual renewal we had to go to Immigration and sign the book in our renewal month
and that was it. No charge
Last year, 2011, the annual sign in month was moved to January for everyone and that was it. No charge.
Last month I went to sign in and was told I had to turn in my green book, with the Inmigrado page filled in, for a card. The cost for my wife and I
was 3800 pesos, which included the preparers fee and the majority of that going to the bank for the government There was an additional charge of 280
pesos for the photos.
It took about two weeks from the time I walked into my preparers office to the day I received my card.
Like any government agency here or in the old country, the information you receive may or may not be as above...don't ya just love it :-)

That new immigration card is very likely from the May 2010 changes (you should have got one last year, but it takes a while for the changes to filter
down to local level).
Is your card like the blue one on the following page?:

FM2/FM3 holders got similar cards from late 2010.
The new 2011 law Ley de Migración (rules still "coming soon") changes things a lot more, mostly in the FM2/FM3 area. Since the rules haven't
yet been made, they're not in force anywhere in Mexico yet, nor is there any date set for when they will be.
Maybe another new card later for inmigrados after the new rules come in. :-)

Are they still gonna find a way to collect on that new card every year like the FM-3 is?Possibly with new laws?

If you posess an "inmigrante" card, can you do odd jobs or charge someone for your services "legally" in Mexico?

After you've had an FM2 or the "Inmigrado" card for five years, then what? Are you a full fledged citizen? Can you then get rid of your fideicomiso
and own your home in Baja, fee simple, like any other Mexican born citizen?

As I understand it you still have to apply for permanent status after 5 years of "inmigrado" and then you can own land but you are not a citizen.
Citizenship is another process after you are permanent. Someone correct me if that is not the case.

UPDATE from GN for GN
We stopped at Guerrero Negro and talked with our immigration person. She said that for now we need the same paper work as before, but it is more
expensive.
FM3 -- $1451. pesos
I know that at some other places last year, some people did not need bank statements, but they still want them at GN
We inquired about the FM2 and it is over $3000. pesos
