If they try it on the Cortez it may not work.

The idea of raising costs artificially through the use of International Permitting Fees, witih an aim at encouraging conservation seems a bit heavy handed to me.

I have no problem with scientific fisheries management, but when politics and money win out over biologist's recomendations only problems result.

As I read the World Bank proposal, it seems certain to become a political and economic power grab by an International Organization to the detriment of local fishermen.
