I would imagine handle it in advance when you cross the border - or through Discover Baja.

I thought all airports were "Ports of Entry." Used to be able to take care of the Visa thing at the Ensenada airport. Maybe still??
Anyway....I'd wait for a definitive answer, Frank. I'm just thinkin' out loud.

There is an IMM desk right in the middle of the terminal, you can't miss it.

But you are supposed to get the FMM as you enter Mexico and the airport is inside Mexico.
. . . . if you are flying out to other Mexican Destinations. . .

I remember some years back, that you could purchase a Stun-Gun in the gift shop at Rodriguez. They had them in a display case.

I just did that a month ago...to La Paz.
We left our car at a truck parking lot on otay that is $7 a day.

they were the best people ever! took us and our luggage to the boarder.
we walked across where the first taxi's are (the parking lot guy called ahead and had them alerted to our arrival) and $10 and 15 min. later we were
at the airport.
When you walk in...look to your right and there in the middel is the FMM guys...you do it all right there, pay and get. Real easy...have peso's,
that's all they take. (there is a bank right in the lobby to exchange if your forgot.
Behind the FMM kyosk is a glass wall. Walk to the right side (towards the front windows) and you'll see a little opening at the end of the glass wall.
Enter there, military guys with red,green light system, just waved us thru.
Turn left and your in a huge lobbby of counters. At your airline area you'll see marked off aisles for their destination i.e. Cancun, PV, La Paz,...no
big common line, just single lines to each destination with designated counter space and agents...real cool!
You'll figure it out from there...lots of eateries, shops, bars, etc. in a totaly new modern airport and the security check in is a breeze. We
brought small travelers bottles of shampoo and stuff right in our carry on and as long as it's not big bottles, they're ok with it. The food places
are excellent to!
When you come back the taxi takes you right up to the walk thru line at otay and call the parking guys on our side and they come get you pronto and
your right back at your car!

We flew Volaris out of TJ, were handed an fmm before
the boarding area, paid for it at the Aeromexico counter
a few away, returned to Mex IMM who stamped it.
There was a post here a while back, someone flying
TJ to the Cape, were told by Mex IMM at the TJ Airport
they did not need an fmm because they were only
going for 3-4 days, not even a free 7 day fmm,
go figure

I walked across the SY border a while back headed for the airport. I asked the IMM guy at the border and was told that if I was going to the airport I
should get it there.
Big IMM kiosk right in the middle of the terminal, can't miss it. Also must say that the new TJ terminal is really nice and easy to navigate. I fly
Volaris from TJ to La Paz or Cabo and it couldn't be easier. Do everything on line, print out your boarding pass before you leave home, go straight to
the gate (unless you are checking bags). Even a cave man can do it.....dt
btw: I didn't need an fmm, just wanted to know if anybody asked....

Last time we flew out of TJ (a few weeks ago), we were able to pay the immigration guy directly for the tourist visa (contrary to what was the case in
the past, which was, as others have posted, to go to a dfferent window). So just follow the signs to "departures" and you'll see the immigration guy
at the booth just before the customs officers with the red/green light.
Don't forget to keep your tourist visa when you return home; it's good for 180 days and we use ours for multiple entries. The only exception is if
you use it to fly directly to the US from Mexico; in that case, they'll take it from you and there's not much you can do. But if you fly back to TJ,
they'll look at it just before you get to baggage claim but they won't take it.

In the past few years of flying out of the TJ airport, the FMM process has changed every time I've been there. Either You're paying at the bank and
then filling out a form and then proceeding to another counter where they stamp it. Last time it was all handled at 1 booth - but with a line for each
part (Pay, Form, Stamp).
paranewbi has it right - at least a month ago it was that way.
I fully expect the process to change.

I'm flying to Guadalajara next month..........
Didn't even think about the tourist card thing till now.........
When flying out of LAX they just provide the papers on the plane and I remember getting them stamped once arriving in Mexico.
So now I'm confused.................
But after reading this thread I'm no longer confused!!!!!!!!!
