new INM hours at tj?
i was just told by discover baja that the little office by the turnstiles has been closed for "awhile". the only time to get a stamped fmt is 6am to
10pm.
is this correct? what do they do when people walk thru the turnstiles at 3am, just let them cross?

With out the stamp, you are eligible for a fine, if caught.

i'm going to Bola so don't REALLY need one, but i'd rather be legit. cheap peace of mind but i usually cross around 5am and go around back to the
turnstile office.

if you want a visa/stamp, cross during hours they are open. same for drivers as walkers.
at 3 AM they are still inspecting drivers and walkers, they just are not open to process visas.
kind of like the phone company. your phone works 24/7 but customer service is only avail during business hours, eh?

i stopped at san ysidro and picked up a new visa the other day.
i filled out the form and paid the agent.
i asked if i needed to go to the bank and he said no, pay there.
is this a new procedure? anyone else pay at the inm office or did i tip him well for his fast work?

Yes you do need one for La Bay.....just because there isn't a checkpoint its still required.......If there is a problem you don't want to be found to
be in the country "illegally"
I was even told that some have been denied insurance coverage for not being legal..............

The law says - you do. "Really" and not, is hard to tell as this is one of Mexican mysteries. Most likely you won't get caught if you don't try to fly
out of Baja, and/or won't get into driving accident.

It was posted here, and confirmed by someone
close to Guerro Negro, that fmm's are issued at G Negro Immigration, no fine, you can also find current
printed info from Mex Immigration that you need
an fmm to ENTER Mex. Total confusion, always has
been. Not that it has occured, but I would not like
to be in a situation where an Insurance Adjuster
or Mex Cop asked for your fmm

This was a direct question I asked Baja Bound... and the answer was no, they do not deny coverage for any tourist card issues... The same is true with
Discover Baja Travel Club (as they use the same company).
fyi, edm-1 was fined US$100 for not having a tourist card for his wife at GUERRERO NEGRO (actually the INM inspection 2 miles north) in July, 2011.
So, the change there is welcomed for anyone not finding Tijuana's INM open.

David - not that this worries me as I always have that card - was it federales checkpoint or really INM officier 2 miles before GN?

Not saying they WOULD deny coverage, but at the scene
of an accident neither Bajabound/Discover Baja are
there. You are dealing with an Insurance Adjuster,
possibly an Adjuster who works for a few Ins Co's,
a Mex Cop, City or Fed Hwy, whether it is in his jurisdiction
or not, COULD ask for an fmm, I think we both agree
not being able to produce one, would be uncomfortable.
A while back, someone posted the terms and conditions
of an ACE Mex Ins Policy, which both Bajabound/Discover
sell, clearly stated was that the policy holder has to be
in the Country, Mexico, legally. The US Mex Ins Brokers
are just salesman, the Mex Ins Co. itself has the say in
any descrepencies

The INM is a Federal (not state, not military) agency. However, it was an immigration officer, not highway patrol (federale) officer.
The past three times I crossed into Baja CA Sur on Hwy. 1, it was a dual stop... 1st an officer walked to my window to see our Tourist Cards and next
we drove a few feet ahead to pay a guy in a bio suit and mask the 20 pesos for the AG dept. spray. This was the case in 2001, 2007 and 2009... almost
identicle except in 2001 the Ag guy asked for a soda, but we had to gve him a beer (no soda) and he happily accepted.
