If memory serves me correct, your boat is similar to mine, a little too short to actually fall under the TIP regs. I tried once to start filling out the form and couldn't finish because of the length. Are you using your actual boat length or fudging to make it fit the form?

Sorry about your troubles Soulpatch, but can't help, never tried it online. Nogales isn't so bad. Caborca might be okay. Some get it at San Luis, even Los Algodones I think, maybe Mexicali. Or on line, maybe you cannot do it "after hours."
