I am not 100% shure but I think the Tecate border closes at 11pm.

I don't know anyone who stays up that late, and driving the 94 in the dark is crazy.

The Tecate border closes at 11:00 PM, sharp.
Arriving at the border at 10:00 PM on a Monday through Thursday should be okay most of the time.
On weekends, there is a high probability that the line is in excess of one hour. The gate will be closed and locked in front of you at 11:00 PM.
Then after waiting for an hour, you will have to drive to Otay or San Ysidro and wait all over again.
