Why would the ferry care about your immigration card?

We take the ferry to the mainland from La Paz every year. We have been told that once we are "residente permanente" (which happens in the next few months) we will have to have Mexican plates and a nationalized vehicle to get on the ferry. A TIP is not valid if you are "residente permanente". This is from the officials at Banjercito at the ferry terminal. We have turned in our old TIP and are planning on nationalizing our truck this fall before our next trip to the mainland.

If I recall right, the last time we went across, nobody asked us for our status in Mexico, and our US pasport and the TIP were the only requirments to get on the ferry. I'm not even sure about the passport, but I remember you had to have a valid US driver license.

Had a friend that was a FM2 living in LaPaz on the old system tell me he was never allowed to take his US plated vehicle to the mainland. He has been here 30 plus years. So seems it is the same as a residente permanente.
