ATM Fees from Bank of America while in MX

It has been discussed before that BofA had agreements with Santander and Scotia Bank allowing for no fee ATM usage.

I've made a number of withdrawals from my BofA account using a Scotia Bank ATM with never a problem.

A couple of weeks ago I was charged $20+ US for a $9000 peso withdrawal at Scotia Bank from my BofA US account. The catch was that their ATM displayed a message that their machine was being serviced, so I went into the bank to see if I could withdraw the pesos I needed. I don’t know if dealing with a teller caused the fee or if BofA no longer has an agreement with Scotia Bank. Anyone know?

I just used my BofA ATM card at a Scotiabank last week in Ensenada and wasn't charged ATM fees either, so as far as I know the agreement with BofA is still in place. I'm willing to bet the fee you paid was for using the teller.
