 Looks like vehicle inspections and SMOG tests are coming to Baja:

 As of August 1, the vehicle inspection is required for processing high exchange plates or vehicles, reported the State Revenue Collector Arturo
Alvarado.
 
 The official said that while it was mandatory to check vehicles since 2012, this was not a requirement for revenue collection until the first day of
August.
 
 He mentioned that the vehicle inspection, it promotes caring for the environment by reducing air pollution indices, which according to the Secretary

 The spokesman for the association, Cruz Juarez, said the price of vehicle emissions for 2008 and earlier models is 4 minimum wages, equivalent to 259
pesos for vehicles 2009 onwards, than 5 minimum wages, corresponding to 327 pesos. El certificado otorgado tendrá vigencia de dos años. The

 There's been a lot of chatter in the local papers about it recently.  There are presently two inspection station operating in Ensenada.
 People will comply or they won't renew their registration, but I'm sure compliance will have a few forms.

 Maybe they should start with a gross polluter hotline.  When you see a plume of smoke emanating from a vehicle, you can call to report it, then they
get sent a letter in the mail to do a smog check.  Oh wait, does the mail work down there?

 In San Felipe for yrs., in town, there are US old plated
 cars of all makes driving in town, looks like junk yard
 vehicles or donated vehicles down from the US, I always
 speculated they were allowed to be driven in town
 untrgistered as long as they were not taken out
 on the Hwy, I imagine this will continue

 I think the efforts are to put a stop to things like this, but I don't know how they'll do that.  These people, many of them, have been forced by
necessity and bad economy to make recycled junk a part of their lives and the personal expense to step out of this will be prohibitive.

 In the last few years, driving in San Felipe with U.S. plates and NO current Sticker has become more hazardous as the Cops have seen the profit
opportunity.
 
 Which I found was easily solved with a decent Ink-Jet Printer.
 
 PROVIDED, of course, you're not stopped and actually asked for the registration.
 
 It provides an excellent incentive to drive carefully.
