List of cheater gas stations
Here a list from Profeco (México's consumer protection agency) of cheating gas stations.
It's an excel format and you'll find many in Baja California and Baja California Sur.
Surprisingly the infamous Santa Rosalia sation is not on the list

I notice that there's a whole whack of them in La Paz but only one listed in Cabo.

2900 cheating stations? Mexico dose not want to privatize pemex to protect national resources . How about protecting the public from pemex

That is because two of the new stations in Santa Rosalia are operated by completely different people and have shown themselves to give very accurate
deliveries. The new station on the east side of the road just past the Marina, going north, is owned by a local gentleman who is considered very
honest and a good business man. The other new station is just north of there, does not handle diesel, but is reported by all of the locals to have
accurate pumps. The old station has been redone and new pumps put in on the west side of the road before the marina, going north, and the station on
the north side of town, west side, are owned by the same guy who had them before, but most of the locals feel it only appropriate to avoid those
stations. Mostly we see tourists stopping there.

Only 1 for Ciudad Constitucion?
And #538 is wrong. Nopolo is in the Loreto Municipality and is not in Comondu.
And that is the only one listed for Loreto.
I think their Baja info is not too accurate.
And actually we always use the one listed for Constitucion and the centro one in Mulege - figuring they were the truest pumps.
Go figure.

Funny!!!
The one listed for Loreto is the only one we find to give true measure. All the other ones are crooked.
Maybe a little bribe keeps you off the list.?

Do you mean that if they manage to put 22 liters in a 19 liter container that leakage may be the problem?
And where do the 3 liters go?

This problem is very common in the state of California. Inquire via the California bureau of weights and measures.
Those stations are called FRANQUICIAS for a reason.
They are franchises, independently owned and operated.
If SPECULATORS were allowed to get their greedy mitts on Pemex there would be flood of gasoline at six dollars a gallon. The problem is not Pemex,
it's the hundreds of gobernacion piglets sucking the sow dry. Privatize Pemex and you would add speculators in line at the trough ahead of the greedy
piglets.

Dispensers found to be in error are wrapped with yellow barricade tape with black letters or adhesive stickers. INMOVILIZADO is printed on the tape
and stickers.

Yes, it does happen, but I wouldn't say it's common for a pump to under-dispense, especially newer pumps. California, I would say, is the safest
place in regards to getting what you paid for. Like you said, the Department of Weights & Measures, enforced by each County, checks the meters at
least once per year. I see their reports in my line of work, and most say "NO VIOLATIONS".
When dispensers go out of calibration, they can go + or --.
I have seen stations giving away as much as 1 gallon for every gallon registered on the meter. No one complains when this happens. They just call
their friends and everyone gets some free gas.
If a pump is under dispensing like that, you bet Weights & Measures gets called and the station is inspected the next day. Facilities who are out
of compliance get red tagged and a calibration company is called.
In 10 years I have never heard of an owner, disgruntled employee or underpaid cashier (And they do tell me other stuff) ever tell me that someone has
screwed with the pumps.
I'm sure there are some, but nothing I've heard of yet.
As for Baja, who the hell knows?

Both the stations in Mulege are terrible. The lady that owns them rips everyone off. The other day I brought in a 5 gallon gas can and when done it
said it had an equivalent of 7 gallons in it. It is really known that it is bad in Mulege
