I have been told several times that untill you complete building your house you don't have to pay taxes on your house, that's why you always see rebar
sticking out of the rooftops, made sense then, is that true?

Tie points the roof down during chubascos.
Edit: You'll see rebar "loops" in and out of the slab also to be used as tie downs.

I can only speak for our location in Comundú BCS- Our annual property tax dropped about $100 dollars (give or take depending on the peso rate) after
construction of the casa and after we manifested the construction (had the property re-assessed by catastro). But that's going from barren land which
is taxed higher, to a newly constructed dwelling. Could be different for room additions and could be different elsewhere.

I've been told the same thing oladulce, our taxes on our lot are very high but are supposed to come down once our house is manifested, time will
tell...

An "unfinished" building in Mexico is taxed at a significantly lower rate than one that is complete. Therefore, leave the rebar extending and claim to
the taxing authorities that the structure is still under development and thus avoid the tax
Another trick is if you have a business....and DO NOT put a sign up on that business location.....the tax is far lower too.
Old people are like the old cars, made of some tough stuff. May show a little rust, but good as gold on the inside.
