Police and Fire Personnel in Rosarito Have Not Been Paid
Last Sunday, we saw a an usual amount of police activity.
I asked around and was told that the police and fire personnel in Rosarito have not been paid for several weeks now; the municipal government says
that it is broke.
The police officers were told that a bounty would be paid for traffic arrests.
The fire personnel are SOL. The doctor that is under contract to care for them and their families can only do exams and write script. He has no
medicine to dispense.

This could start a "Mordida" nightmare.
Rosarito should never have divorced Tijuana. The aggrieved is demanding respect.

same here with our municipal employees. The garbage men will come and pick up your garbage for a propina which I am happy to give them!

Our trash service has been sporadic ever since the PRI candidates took over in Guaymas. Supposedly, the municipal govt stopped paying them.
It's now about once every 10-14 days and there is no predicting what day it is. So, people just leave them out, day and night, and the dogs have a
field day.
Not sure who these new basureros are. But they seem to have some kind of a contract with the new administration. What a surprise!

We had a similar problem here in my small housing community. The good fer nuthin maintenance dude wouldn't take our trash trailer to the dump, so we
started depositing our trash bags in front of the managers door.
Things changed quickly.
That was fun.

This may be related to the Mayor of Rosarito being arrested at the border with 1 million dollars cash. It seems the coffers have been looted.

Public employees not being paid - has been going on all summer off and on in Loreto.
Police there are getting one 2 week pay a month.
And in Lopez, the same.
It's becoming a real regular thing in the summer and falls - every year.

Many years ago when I had a home in Rosarito it certainly appeared that the police were somewhat corrupt(I know corrupt police in mexico SHOCKING).
Shortly there after the centro police station was shot up, however I thought all this was somewhat cleared up-guess not. Cabo has whats known as
tourism police where anyone who feels wronged by police can form complaints, it is working great and certainly helps tourism, I have no connections to
any authority figures in Rosarito anymore but if one of you fine Nomads do perhaps you could suggest something along those lines.Have a blessed day.

Seems like Rosarito and Loreto have a bit of a connection.

It happened several times when we were in Bahia Asuncion. Municipal workers not being paid was the main reason we always paid our property taxes at
the local land office. If they are paid online or in Santa Rosalia, the money does not trickle back to Bahia Asuncion. We never opted for trash
pick up as we enjoyed the drive to the dump, but that was our choice.
But Rosarito is a MUCH bigger town and you are used to far more services.

Couldn't find any info on it's mayor being arrested...???

Tijuana.- Fue presentada una denuncia en contra del alcalde de Rosarito Javier Robles Aguirre, por los delitos de administración fraudulenta, cohecho,
peculado, concusión y asociación delictuosa, informó Alejandro Moreno Berry, presidente de la Coordinadora Estatal del Movimiento Urbano Popular.
La denuncia fue hecha ante la Procuraduría General de Justicia del Estado de Baja California (PGJE). Según Moreno Berry, el presidente municipal en
funciones todavía se quedó con los recursos de la administración que todavía no inicia.
"Va a dejar un déficit del gasto corriente, que ya estaba etiquetado por el Congreso y el cabildo, de 150 millones de pesos aproximadamente. Ahí se
van sueldos, aguinaldos, todo lo que tiene que afrontar la nueva administración, los ha dejado sin un centavo".
De acuerdo con lo dicho por el líder popular, Robles Aguirre perdió su visa por ser sorprendido con una fuerte cantidad de dinero en la línea
internacional.
"Todos los rosaritenses saben que fue sorprendido en la línea internacional con un millón de dólares y fue el motivo por el que le retiraron la visa a
Javier Robles Aguirre. Además se asoció con algunos funcionarios para construir un hotel en Loreto, Baja California Sur; y entonces uno se explica por
qué hay un faltante en el gasto corriente, porque el señor tiene otro destino para el dinero público, que es el beneficio personal".
Insistió en que Robles Aguirre ha mantenido una administración fraudulenta, lo cual, explicó, se convierte en un delito de peculado y enriquecimiento
inexplicable.
"Esperamos que esto se investigue y que se le cite a declarar, a él y a todos los señalados, como al secretario del ayuntamiento, al director de
administración urbana, al tesorero municipal y al síndico como cómplices".
Dijo que esperan que prospere la denuncia en la procuraduría de justicia y con Cuauhtémoc Cardona Benavides, presidente del Congreso quienes, dijo,
tendrán que tomar cartas en el asunto.
"Y no permitir que se vaya a fugar de Baja California ese pillo. También en el cuerpo de la denuncia se señala el nepotismo que privó desde el
principio de la administración. Y no hubo poder humano por la complicidad de Rosana Soto, de Castro Trenti, de toda esa bola de pillos que no
permitieron que se les investigara.
"Por eso ahora vamos a ver de qué cuero salen más correas, si del pueblo de Rosarito o de este al que llaman el Tito", remató.

Tijuana - A criminal complaint was filed against the mayor of Rosarito, Javier Robles Aguirre, for the charges of mismanagement , bribery,
embezzlement, extortion and conspiracy, reported Alejandro Moreno Berry, president of the State Coordinator of the Popular Urban Movement.
The complaint was presented before the Baja California State Attorney General. According to Moreno Berry, the mayor kept municipal resources.
"He is going to leave a current expense deficit, which had been earmarked by Congress and the city council, of approximately US$12 million. There went
the salaries, bonuses, everything that will have to be faced by the new municipal administration, he has left us penniless."
According to what the leader of the Movement said, Robles Aguirre lost his visa when he was caught with a large quantity of cash at the international
border.
"All the people of Rosarito know that he was caught at the border with US$1 million and this was the reason Javier Robles Aquirre's visa was revoked.
In addition, he joined in with some officials to build a hotel in Loreto, Baja California Sur. This explains why there is a shortfall in the current
account, because the man has another use for the public money, a personal benefit."
Moreno Berry insisted that Robles Aguirre had run a fraudulent administration which, he said, has turned into the crime of embezzlement and
unexplained personal enrichment.
"We hope this is investigated and he will be called to testify, he and all those identified, like the municipal clerk, urban administrator, municipal
treasurer and the city attorney, as accomplices."
He said the hopes the complaint is successful with the state attorney general and with Cuauhtémoc Cardona Benavides, president of the state Congress
who, he says, will have to take notice of this matter.
"And don't let this thief flee Baja California. Also within the body of the complaint was pointed out the nepotism that was prevalent from the
beginning of the administration. And there was no human force which allowed this to be investigated due to the complicity of Rosana Soto, Castro
Trenti, and that whole bunch of thieves."
"For this reason we will see who wins this battle, the people of Rosarito or the person they call Tito," he said.

Okay, does this guy, the mayor, have the city checkbook in his back pocket???. Who else controls the money and verifies that it is spent on
'authorized" projects.
The guy is building a hotel in Loreto and has 1 mil in a suitcase and nobody tracks the money????

Same here in San Ignacio , City employees have not been paid in months, they keep working because they still get credit for retirement and medical ect
, but it's sad all the same.
We all want a peaceful world, filled with love and laughter, but we fill ourselves with anger and hate trying to fiqure out how to achive it.
