Liability insurance and rental cars

From what I've read here and elsewhere, all cars using federal highways in Baja California Sur will be required to carry liability insurance as of October 1st. I am assuming that this applies not only to privately owned vehicles, but also rented cars. If that's the case, is it up to the rental company to provide this insurance, or is it the responsibility of the driver?

As far as I know, all rental car agencies here require you to purchase their overpriced insurance policies. I'm guessing that's where they make most of their profit.

So far I've rented only from companies that charge one price for "everything". I suppose it makes sense that I should worry about being overcharged, but I also worry about not truly being insured and being pulled over during the drive between Cabo San Lucas and Todos Santos.

I personally would not be concerned about being pulled over,
I can't imagine them asking for Ins proof,
what I would look into is the increased libility SUGGESTED
amounts due to he increase as of Jan. of this yr., the
amount awarded in event of a death caused by a driver went up
like 10 fold, the San Diego based Mex Ins brokers suggest
$500,000 in libility, Baja Sur CAN award a higher amount
than Baja Norte, nothing is ever easy in Mex regarding
insurance, etc

I HAVE BEEN RESEARCHING RENTING A CAR TO DRIVE INTO BAJA
FROM THE U S AND THE MANDATORY INSURANCE THAT THEY SAY
YOU MUST PURCHASE COMES TO ABOUT $25. A DAY FOR THE LITTLEST
OF VEHICLES - ABOUT THE SAME AS THEY ARE CHARGING TO RENT A CAR
EACH DAY - MAKES FOR A SPENDY WAY TO TRAVEL - I INQUIRED IF I COULD
PURCHASE MY OWN MEXICO INSURANCE (WHICH IS MUCH MORE REASONABLE) NOPE - IT DOES FEEL LIKE A BIG MONEY MAKER FOR THEM
AT THIS POINT - PERHAPS SOMEONE KNOWS OF A WAY AROUND THIS?
(THOUGH I WOULD NOT THINK TO TRAVEL THERE WITHOUT THE INSURANCE)
BUT PERHAPS THERE IS A LESS EXPENSIVE WAY TO GET INSURED
