If you enter your vehicle address in BCs into the record with zip code in exempt areas that include all of BCS there is no form 256 required. If you
maintain your vehicle at a USA address then the form 256 is required to state "vehicle is exempt from smog due to being used at our home at 'state
your address' in BCS, MX.
mx zip code is important

We have several travel trailers in San Felipe that will never see the US again in their life time...
While some my find my method to resolve this matter not fully above board here is my solution..
I send in the red change of ownership form stating that I sold the trailer to Jesus Gonzales of Campo San Antonio K43 San Felipe, Baja Calif
Mexico.(made up name) No more DMV notice to pay fees every again. I keep the pink since it is my name and if I ever sold or gave away the trailer I
have proof of ownership, however just make sure that it never comes back to the US or is used on the road...
Good luck

Why not just register your cars in South Dakota?

Why should I? We still have a lot of family and business ties to Ca. Thats the primary reason we chose Ensenada as a place to Retire.
I feel we have the best of both worlds the trips to any where we travel are shorter and you cant beat the weather in Ensenada never too hot or too
cold.
