The most important point is being missed here. It is not legal to drive a SD plated car or any US registered car with a Mexican Drivers License. You
can get a Onapaffa or Anapromex license and be OK, but with a Mexican license, it does not.

It's called an "International Drivers License", you can get them from the Automobile Club for about $5....however, you still need a valid drivers
license from someplace for the int'l license to be legal/valid.

The International Driver's License is recognized only as a means of identification. If they were valid to drive in countries all over the globe, we
would all get one wouldn't we?

Affirmative on not allowing his current CA license expire! I told him this as I believe it could be a bit difficult obtaining a new license at (almost
80 y/o).
Just do it!

I am sure it is a big NONO to have a calif drivers license and then have your car plated in another state. that is clearly evasion of taxes and really
sounds like it could become a big headache.
maybe you could take your amigo on a road trip? Have him try for the license in South Dakota where there is probably an eye test but no driving test
????
