The rule is any municipio that comes within 20 km of the northern border follows the U.S. schedule. Because the very northern edge of the enormous
Municipio de Ensenada barely grazes inside that 20 km mark, the entire state of Baja California follows California.
Sonora, like Arizona, does not observe the time change.

Matamoros, Nueva Cd. Guerrero, Nuevo Laredo, Reynosa and Valle Hermoso, Tamps, all observe the time change (from CST to CDT).
The rest of the Republic changes over on the OLD, pre-GWB system, so when I fly from Los Angeles to Mexico City on Monday, it'll be a 1-hour time
change instead of 2, and the entire Baja peninsula will be on the same time until April 6, because B.C.S. changes with the rest of Mexico.
I always wondered how cutting off the end of a candle and glueing it to the other end made it longer... i wish they would make it one way or the
other, and keep it that way. Makes no sense to make the many bend for the benefit of the very few, and mess up a lot of minds in the process.

I agree David. My concern was visiting the Immigration office in Algodones and not arriving too early.
