Sentri / Residency Complications


I need help, suggestions, and whatever else you can possibly offer...

I'm coming from Missouri and planned to stop off in SD to register my vehicle and get a new license. But today I received notice of "conditional approval" for a Sentri pass. I registered under my current MO address but my intention was to have the registration for SD and my residency for Mexico. They said I'd need proof of residency for SD since I'd no longer be a resident of MO.

Any suggestions? Should I just maintain my MO residency and take care of my plates and such later? This does mean driving out to SD later, rather than along the way.

PLEASE HELP!!

If it were me I would leave everything registered in Mo. even with the personal property tax in Mo. it would be cheaper.

Reschedule your SENTRI interview appointment, take care of business in SD, bring the SD paperwork with you to the appointment. You can make changes to your application at the interview.

Did you ask what proof of residency can be? Is it a SD driver license? I guess it all depends what SENTRI accepts as proof of residency.

You can register to vote in SD whey you get the DL and car Reg. It is a separate process but it should be fast like everything else in SD.

I would ask SENTRI what would suffice for proof of residency. Such as a driver license, proof of voter registration, car reg. car insurance.

One thing I would not do, is try to deceive SENTRI because that is an automatic DQ. But if you are claiming residency in SD, there is nothing illegal about that. I think you just need to see what is an acceptable proof of residency.

Maybe even though you are claiming SD, you can admit you are a nomad and traveling much of the time. But your home base is SD and you only have a mail drop there but it is your legal State of Residence.

Is it hard to get a real person on the phone for answers?

I wasn't asked for utility bills, but I took one anyway. They were mainly interested in my income.

No, that won't work, they want proof of a physical address. I have a PMB, and had to show them proof of where actually I live (lease or rent receipt).

I guess a lease for a Tijuana address would work even S. Dakota would be the state of record.

I took my lease and rent receipt from where I live in Tijuana, and that was acceptable.

When I applied for SENTRI I answered NO to the question "have you ever been arrested" and at the interview I was told "Think very carefully about your answer to that question" and again I replied "No, I have never been arrested". Turns out that back in 1957 I appeared in court with 5 tickets in 1 month for driving a car with loud exhaust pipes and the judge sentenced me to serve a weekend in jail. Even after I went to court and had that record expunged SENTRI said that I could not reapply because I had LIED to them :fire:

Actually, I don't think I've ever gotten through to a government office so quickly. I called three different times (trying different hypothetical angles) and each time I spoke to someone fairly quickly.

Yes, these are definitely acceptable forms.

In one phone call, I told them I was converting to a nomadic lifestyle and wouldn't have rent or utilities in South Dakota. Her response was that proof of residency is a requirement. I told her again, "but I don't have those. All I have is a mailbox in South Dakota," and she said it would be left up to the discretion of the interviewing officer. So I asked if they had any standard protocol on the matter and why would it be left up to one person's opinion and she gave me nothing more. (She was the only one of the three I spoke to that didn't come across as very nice but it might have been because of the challenge I presented.)

Because of that reaction, (and some friendly suggestions) I'll be waiting until I arrive and hopefully receive my Sentri pass, before I handle the SD business. I'll bring residency documents for both MO and Mexico.

The problem here, realistically lies in the fact that I applied before I arrived. So my application says MO, my residency will say Mexico, and my driver's license and plates would (if I handled it now) say SD- which contradicts what the application says. While friendly, the people at Otay didn't seem equipped to handle "docs say #1, but now I'm #2, but physically I'm #3" so I'm cutting #2 out of the equation. They said just bring proof of change of address and it won't be a problem.
