The lady at the cambio booth at Costco Chula Vista told me that a Passport and D-license was needed for a thousand or more...a few years ago. Haven't asked lately, don't travel with that kind of money.

Blanca is correct, this has been in place for many many years when exchanging money in the states. Not a big deal. You can always go multiple times under the limit.
I am grateful that it is there when needed, but the rate is bad, the ATM with penalties is still better.

My experience at Costco Chula Vista 2,000 usd cambio for pesos, required a Driver License or Passport
