One doesn't have to fly "over" another's land to see what's there. Stand off, side-line viewing with sophisticated imaging systems has been the norm for the U-2 for decades. From "80,000 ft" (in quotes because its a lot higher than that and classified) side line viewing can go a couple hundred miles "into" another country from international airspace without being over that country and violating any rules.
How do you think we see things in North Korea or China? We don't fly over them.

As shocking as it is I actually agree with surabi -in that, until we can stop the desire for drugs in the north the delivery from the south will always be there. As long as there is a demand there will be a delivery.
