Dream on because it aint going to happen. I know you have been around La Paz and have seen all the new developer communities, a lot of them Gated. The gringos will mostly stay to themselves maybe have a few Mexican friends that speak English and that's the way it going to be, just like expats all over the world, or Italians,Mexicans, Chinese and others living in the USA.

I thought the actual implementation date was 2016. They had to build courtrooms, etc. so they set that as a target date. By that year, another goverment will be in place. Maybe they could focus on reigning-in the Army for now while courthouse construction is going on.

I didn't know that wasn't the case. If so, this is an extremely important change for the better. Shedding light on what's going on is THE first step to improving any system.
