Taxes


Loreto property tax went up 1,000% for me the year before last. I demanded an explanation and was walked through the new system. They have a computer program that uses Google-style overhead images of all the properties to calculate the new taxes from the apparent construction as well as the boundaries and location of the property. I was able to convince them that the large round structure that accounted for about a third of my own increase is a laurel tree with a hammock under it. They adjusted it out, but that was the best I could do. The community of Loreto is learning that electing a party (PRD) different from those in federal power (PAN) can leave them a bit short of funds. That may go a long way toward explaining the new deal on taxes. They also have adopted a zoning scheme where some areas are taxed at rates much higher than others. The map of the zones follows the coast mostly, but jogs abruptly inland in “certain neighborhoods.”

As far as the original post goes, I hear no big buzz around here about Yee being jailed for anything.

My Loreto taxes were exactly the same this year as last. Didn't pay much attention to the early pay discount, but I think it must be about the same as well since the total was the same. Of course, my property isn't in as fancy a neighborhood as yours!!!

well for sure it makes for very choice joke material in english and spanish. we gotta work with what we have on our limited resources down here ya know. Loreto so far has been found to be very rich in this particular one.

You're too funny!! A few friends (and neighbors) call our place "Hooterville", "Petticoat Junction" and "Beverly Hillbilly Central". It is a nice neighborhood, but I guess I'm the poor guy down the alley with nothin' but dirt :-).

Check your discount ! Mine was only 10% this year. In years past, it was significantly more... I'm curious.

David, the anouncment car was going around in November anouncing a 30% discount. I scurried over the rubble to pay. My increase was about 10% before the discount.

Since this has turned into a property tax discussion, perhaps it should be moved and given a new title? (Edit to add: I don't know how to, or likely am unable to move the tax discussion and change the title...Doug?)

David...and others who are interested. I checked my receipt for last year and for this year. The taxes were exactly the same, but the discount last year was 25% because I paid them in January, and 30% this year because I paid in December, so I actually paid less this year. In your case, it seems possible that there were improvements to the property not known to the municipalidad until recently which changed the value. There might be another reason, but this one seems possible.

An excellent idea.. I do not "own" property, only lease at this time.. However... this subject is of interest to those staying down here, one way or the other.

The question of specific tax rates on property in specific locations is very helpful.. opposed to "low" "not much" "$50" "really cheap""we don't pay"... as everyone pays taxes.. unless we have reached the "event horizon".. then it really does not matter in this dimension ...

Yuan Yee: We've been out of town (Oaxaca) and haven't heard the latest rumors. But things seem pretty normal around here.

About three years ago there were rumors about the PAN mayor doing bad things. Maybe, maybe not.

Taxes:

January, 2008 my tax was 157.78 and the discount was 31.55

January 2009 my tax was 944.93 and the discount was 236.23.

December 2009 my tax was 944.93 and the discount was 283.48...I paid earlier and got a bigger discount.

I got the same explanation as Tehag. We did some building. I believe there was also a tax rate increase in 2008 but I think it was around 10 percent.

Our undeveloped lot here had a 1000% tax increase. Seems that they started enforcing that "build within 2 years" rule. I was able to get it cut in half when I showed them our FM2's but still a lot more money than last year.

BTW, I went back and looked:

2007 $ 329 p. after about 25%
2008 $ 1341 p after about 25%
2009 $ 1609 p. after 10%

I AM in a nice area, but nothing built yet, so perhaps Judy, you're theory is at work here....

We have been getting 50% off our property taxes for years with our INAPAM card, till about 2 years ago when they told us that this discount was only available to native born. Not what the Law states. But then who are you going to complain to without going to get legal help.
Mexican government at all levels is noted for making the rules to suit their purpose.

I was referring to the standard discount given to everybody...that related to this and last year...not changes before that...but the way things currently work...sorry you lost your discount.

Vandenberg's confirms what I heard. as a renter I've no first hand knowledge but he pays taxes and he should know. the way I heard about it was when I was at the Loreto immigration office (for an unrelated matter) and a man came in to ask about his rights, specifically INAPAM discount on property taxes. the (new) person behind the counter conferred with the boss, and agreed that gringo imagrados, (apologies to the spelling police) had almost all the rights as a Mexican citizen, but that when a new party came it, it could make new rules. shrug. this was specifically referring to Yuan Yee's party in Loreto.

it would be interesting to know if this is a local policy or something that is happening nationwide.

ps Vandenberg and other property owners in Loreto. I can tell you exactly who to complain to, and yes, you need high level help, and yes, it will cost you monetarily and emotionally but if you want a chance at change and justice, someone has to stick his/her neck out.
