I would argue that the Patriot Act and the DHS was a power grab by both sides of the political spectrum, and was absolutely designed to be used against Americans. Remember that Hitler used the bombing of the Reichstag as a reason to suspend civil liberties in Germany. Don't think it can't happen in the US.
