There are two issues here:
1. Legal to possess in Mexico; and
2. Legal to import.
When doing this 'research' myself, I found few problems with the former and lots and lots of problems with the latter.

I would take them. But if you don't want to take them, call the police or highway patrol office in the US city where you will cross the border and
ask if you could stop there and leave the BB guns for the time you will be in MX. That's if you will come back thru the same crossing.
Most offices close at 5pm and on weekends so you have to drop and pick up during business hoursusually. I would tell the Sgt. I will give them a
signed note saying I will return on a certain date and if I don't show up, they should consider the guns as abandoned property and dispose of them.
If you don't get a yes from one office try other offices/agencies. A smaller office may be more responsive. Or a fire station because their hours
are more flexible. Whoever you try, I would call in advance and get a supervisor's approval and name.

They aren't illegal. When the term "import" comes up, it's a whole different thing...like who imports groceries?
They do in fact sell pellet guns in grocery stores here. Just bring it in and leave the hysterical paranoia behind.
