I can tell you what several fishermen I've known for a long time in the Mulege- Cachenia corridor have told me recently
They report being told how much they will now get for there fish instead of the market being set by the previous local buyer
Also , who can sell what seafood to whom

Yep. I was told the fishermen/coops are forced to sell to the cartel-owned (or cartel-controlled) buyers. And this only applies to the high-value species like lobster and callo de hacha. As the cartel control matures, perhaps this will extend to other species.
The cartels are so embedded in many parts of Mexico’s economy, the elimination of cartel control may be very difficult to impossible. Mexico needs a strong govt and strong business community to fight the cartels….

The cartels will continue to exploit until the sanctity of a contract is enforced by courts of law with economic sanctions. Capitalism can be used to purge the bad if done wisely.
