There has always been a national website for that- vehicles reported missing or stolen. I don't know the link for it, it may be the same as above- the offices are regional, so each office has its own site (google Repuve Mexico- the official government site that should end with gov.mx), but my mechanic checked it years ago when he came with me to assess a used car I wanted to buy. You can also check the currrent status of the vehicle- if and where it is registered, if the registration is up to date.

What is the point of this website? If popo recover a stolen car, don't they contact the registered owner to return the car?

So many cars stolen in SoCal usa, and go straight to baja…. Any socal gringo ever gotten their stolen vehicle back from baja?

I would assume they are vehicles reported stolen but never recovered, or the rightful owner can't be found.
I'd also assume that car theives may alter obvious VIN numbers, but neglect to alter the ones more difficult to get to.
