Fishing License for Baja-Tourist Payment?

Greetings,
I am attempting to purchase my fishing license for Baja through this website (https://app.sportfishingbcs.gob.mx/ppd/ ). I've used it before to get my fishing licenses. The website wants me to pay $450 pesos for a tourist fee before I can purchase the fishing license? Not even sure what it is for? I remember something about this last year, but I was able to get around it. This year I can't seem to figure out a way to get around this.
Am I missing something on this website or is there another website that folks use that don't charge that fee?
Thanks,
Steve

The resellers charge almost 100% markup…

The 450 tourist tax in BCS is “optional.”

If you pay the optional tax on bcs website instead of a reseller, you pay money to mexico rather than a gringo.
I think you can buy license thru BC state website and avoid being asked to pay an optional tax.

It is not necessary to pay the tax. You can still get your license without paying it on the BCS website.

Fishing on a boat or Fishing on the beach?
No license needed for fishing from land.
