TIJUANA ? Firefighters rescued two children left chained inside a burning house Wednesday night in the La Mesa district, according to the daily newspaper Frontera.
The fire was first noticed about 9:30 p.m. in a working-class neighborhood known as 20 de Noviembre. After putting out the blaze, firefighters entered the house and found Manual Isaac Flores Villalpando, 9, and Joel Arturo Rodriguez Villalpando, 8, chained inside.

They had been left there by their mother, Maria de Jesus Villalpando Camacho, 30, Frontera said.

In Tijuana's poor neighborhoods, parents who work nights have been known to resort to extreme measures to keep their children in while they are away. This has sometimes led to calamity when their homes, often little more than flimsy shacks made from highly flammable scrap wood, catch fire.
