I've found quite the opposite in my travels, but haven't travelled widely in ten or 15 years and maybe I've been out of the loop for a while. But I see very very few openly homosexual people when I travel in Mexico in comparison with the U.S. I don't know, but could it be that you're basing your opinion on what you see near the border, where sexual activity is much more open and lucrative than in the interior.
