You need to use an image for an avatar that is located online. Then you need to determine the URL for that image (example URL: http://www.example.com/imagename.jpg) - and if it is no larger than the size restrictions (130W x 150H).

To determine the URL of an image on a website somewhere, simply hold the mouse pointer directly over the image, then click the right mouse button. There should then be a popup menu, and you would then left-click on "Properties" for the image. In that properties box is the URL of the image itself. Highlight the image address, then go to "Edit" - then "Copy."

You then enter that URL (Edit / Paste) into the field for the Avatar URL in the control panel of your user account here.

Again, if the image is more than 130 pixels wide or 150 pixels in height, it will not work (this information should also be in the properties box).

Your avatar will not display until you have passed the board's "newbie" status (currently 25 posts I believe). It will however display in your profile immediately.
