Tourist cards at Otay Mesa

We're thinking of crossing at Otay Mesa this time to be able to check out the Home Depot and Costco. Can we get tourist cards at Otay Mesa? If so, does anyone know the hours?

If it's easier there is both a Costco

and a new Home Depot right across the street from each other in Ensenada on the main hiway. A new Walmart will be going in the front parking lot by the home depot. k:yes:
