Spear Fishing/snorkeling

I am headed to spend some time in the Bay of LA, and then La Ventana, south of La Paz. Is it worth while to bring a hawaiian sling to do a little fishing in either of these areas? If so, what good eaters might I find? Plus, I imagine I need a fishing License for this. Where can I get one and what do they cost??
Thanks

there is definately fish to spear in and around the reefs of both places. I would reccomend a fishing license, I have never been checked in 15 years, but just for peace of mind I would. Also the law states you may not spearfish on scuba

When you are in La Ventana make sure to go out to Los Muertos and to the locals boat launch near the old hotel, south of Los Planos. Good snorkelling and hunting near shore in both places.

I don't think you need a license if you are not fishiing/hunting from a boat.
I would also consider a multi-band gun with some range rather than a sliing.
