Snowing in Tijuana?

I just recieved this from a member of my Yahoo Baja group. has anyone else heard this?
SUNDOG

I just received this note from a friend who lives in the Otay district
of Tijuana, Baja California:

.... I'm about to leave, but we just noticed it's snowing. My son got
a call from a friend to let him know, and we looked out the window, and
sure enough, it's snowing. It's a very fine snow, but it is falling, no
doubt. I don't think it had ever snowed in Tijuana, the city.I've been
in the area for the last 18 years, and I remember some years ago it
sowed (sic) in parts of San Diego, but never in Tijuana. Maybe it's a
historical thing. .....Talk to you soon. Stay warm.
Art."
