There were campaign ad's on the radio here in Mexicali last week accusing Hank's father and grandfather of being members of the drug Cartel. It also
insinuated that Hank himself was involved with prostitution, cartels, drugs, etc.. Pretty juicy stuff.

My reading of the article indicates that there is state law forbidding Hank's run and Hank is saying that is unconstitutional. I wonder if this law is
something unique to BC or if other states have a similar law. I guess the real question is can an elected federal employee step down mid term and run
for another federal job? If so, Hank has a case. If not, he may be out.
I don't even know if an American mayor can step down mid-term and run for governor. Not that it makes any difference here.

What got me about his plan was that he hand picked a successor outside his administration. I believe he is occupying the mayors office now. He was
living in the states at the time. I wonder if he moved back to Tijuana?

I am guessing that the White Tiger designation comes from a time when Jorge was busted at the border with a White Tiger cub, entering Mexico.
This is a protected species.
He was also busted at the Mexico City airport, coming from the orient with all sorts of forbidden items. Ivory etc. His father was still alive at
the time and, for sure, was unhappy......with the government, for busting his son.
After months of investigation, the items were deemed artificial.
Yeah, right. Daddy was a very powerful man in DF.

State law forbids the mayor to run before finishing his elected term. Now the federal tribunal will have to decide and they are the only ones allowed
to interpret the law, not just go by what the law sais. State law is very clear, he can not run, article 42 of the state consttution. Now they want
the fed.court to rule against state law and the funny part is that this law "antichapulin"(anti-grasshopper) to not allow elected officials to
bejumping from one position to another was voted in by the PRI in 2002 because some PAN people were jumping without finishing.

Kurt Honold, the acting mayor was there since day one, he was his "Suplente", every candidate for any office has a suplente, so Honold was there since
Hank was running for mayor as suplente.

The suplente is part of the form, nothing to do with voters and neither is the candidate, they are chosen by the party and in this case I would
imagine was chosen by the candidate as he was part of his team in business.

I appreciate the schooling. The Suplente, as he fits into the system is new to me.
It brings up a scenario, a fiction I would hope, that any chosen individual could take a high political office, such as governor, through a
planned succession of events.
Say, for instance, a rich political party would like to have an undesireable individual in the seat of power but, the voting public won't let it
happen. The party money runs a popular, non-offensive, good looking candidate and wins the election. The new, pretty boy governor appoints the bad
guy as his Suplente. The governor has to leave office due to illness and the Suplente steps in.
Is that how it might work?
