Loreto Bay explains - No permit necessary to remodel the golfcourse
Seems to me a competent General Director of Loreto Bay would have acted to obviate the situation. And what about the taxes on acquiring new real
estate and the late fees?

Loreto, BCS- "Loreto Bay is not constructing condominiums in the area of the golf course, they are only removing dirt, grass and repairing pipes, for
this reason the municipal government committed an error in closing the works for not having construction permits."
This was stated yesterday by the general director of Loreto Bay, Lorenzo Arrillaga Totorica, who in response to the press declared that the posture
for the moment of this developer, is to wait for what the municipal government declares for what constructions the tax is being imposed.
In these days, the legal department of Loreto Bay has analysed a fund for remodeling and construction, "but we believe that there exists confusion and
what we are doing at the golf course requires no permits."
He reiterated that on behalf of this group of investors there exists a total disposition of dialogue and the power to define with clarity the works
that are considered construction, and if so he assured that they will proceed with paying for the respective permits.
Arrillaga Totorica argued that it is confusing for them to be in this situation, and there has never been a moment that they desired to act
irresponsibly, on the contrary, "we strive to complete a development that is orderly and respected in every way."
For Loreto Bay, to change the old pipes for new, improve the conditions of the greens and remove dirt to eliminate traps and obstructions of the golf
course, is not construction, it is a remodeling he declared.
Without a doubt, he stated, we wish to make good things and in the meantime will continue with the idea of recuperating this golf course from the bad
condition that it was found in, will bring it up to international standards and at the same time will not depart from the agreement that was
established with FONATUR, with respect which it is being sold in ten phases, of which form to aquire the power of the second phase, we need to finish
all the work in the first phase then the next successively.
The general director of Loreto Bay mentioned that they have not firmly publicized their posture, as the respective regulations needed to be analysed.

Purely by-the-by, Lorenzo Arrillaga Totorica is the ex-head of CONAGUA (Federal National Water Commission) for Baja Sur. I had some dealings with him,
and couldn't think of better choice by Loreto Bay owners for their embattled future.

Why would a develppment with this much invested, balk at something that could cost them their entire project? Clearly, work is still continuing down
there.
I lean towards believing their story.

At least he speaks Spanish. What is their management team doing? They had a Vice President and Director - Mexico, Vice President and Chief Counsel
of International Legal Affairs, Chief Counsel and Executive Vice President, and a CFO, among others. And they still can't pay their taxes. All those
titles - the TEAM - looks good on the marketing hype though doesn't it.
