From what I remember renting in San Diego is less expensive than Mexico and the rental company adds the mexican insurance.

They can take the airport bus to downtown, then take the trolley to the border (use bus transfer for trolley), walk across border, (get visa if necessary), then take a taxi to the major car rental company of their choice - all the big companies are in TJ - pretty close together on the road to the airport -- about a 10 minute taxi ride. Avis, Dollar, Budget, National. They can probably make reservations online.

If they get a quote from Avis on line, they should keep in mind that Avis includes the required 3rd party liability (for damage to other people or their property--the one the police are interested in) in the price they quote. The other companies do not include the 3rd party liability in the quote; it's $7.00-$10.00 a day, depending on the company.

The insurance on the vehicle can be purchased from the car rental company, usually a $1000.00 deductible. OR they can check and see what their credit card insurance on a Mexican rental covers. Our Mastercards and Visa cards all become primary in Mexico (so your personal insurance carrier is never involved), and they all have a $0.00 deductible (instead of the $1000.00 the car rental company's insurance has), and there is no charge (as opposed to the car rental company's nearly $20.00 a day insurance fee).

Because of the difference in the insurance coverage--in the U.S., your Mastercard, etc., doesn't become primary, and in San Diego, they generally will not rent for Mexico unless you purchase the insurance from them.), I believe it is much less expensive to rent in Tijuana than in San Diego.

Renting in San Diego creates the additional problem of not being able to drive the car south of Ensenada. If you do, you violate the terms of the rental agreement, and so all the insurance you are purchasing is void.
